Plenty of Pakistani D2C brands sell beyond Pakistan — to the US diaspora, to international customers, or through cross-border stores built specifically for the American market. If that's you, and you rely on WhatsApp to send promos, restock alerts, or sale announcements, there's a change you need to know about.

Meta has paused the Marketing template category for WhatsApp numbers based in the US. That means the broadcast messages you might be used to sending — discount codes, product drops, re-engagement campaigns — are no longer deliverable to customers with a US phone number, at least for now.

What Actually Changed

For any customer whose WhatsApp number is registered in the US, Marketing-category templates can no longer be delivered. Meta hasn't committed to a date for reversing this, framing it as a step to improve how people experience WhatsApp as the platform grows with American users.

🚫 Paused for US numbers
  • Promotional broadcasts and sale announcements
  • Discount-code cart recovery messages
  • Product launch and re-engagement campaigns
  • Any template categorised as Marketing
✅ Still works for US numbers
  • Order confirmations and shipping updates
  • Payment and refund confirmations
  • Customer-initiated support conversations
  • Click-to-WhatsApp ads that open a chat

⚠️ This only affects customers with a US-registered WhatsApp number. If your store also ships to Pakistan, the UK, the Gulf, or anywhere else, your Marketing templates to those customers are unaffected.

Why This Matters More Than It Looks

If your store depends on WhatsApp cart recovery, the final message in most recovery sequences — the one with the time-limited discount — is a Marketing template by definition. For US customers, that message simply won't arrive anymore. The two earlier reminder messages, if written without any promotional language, may still qualify as Utility and continue working, but the closing discount push is off the table.

Same goes for festival sales, seasonal promos, and any broadcast list you've built for repeat US customers. Those campaigns need a different channel or a different approach for now.

What To Do Instead

1
Lean on Utility messages for what's still allowed

Order confirmations, shipping updates, and delivery notifications are untouched by this pause. Make sure every US order still triggers these — they keep the conversation open and the customer engaged.

2
Get the customer to message you first

Once a customer starts a conversation with your business — by messaging you directly or tapping a Click-to-WhatsApp ad — you get a 24-hour window to send free-form replies, including promotional ones. This isn't a Marketing template, so the pause doesn't apply.

3
Move US promotions to email or SMS temporarily

For US customers specifically, fall back on Shopify's built-in email flows or SMS for time-limited offers until Meta lifts the restriction. Keep WhatsApp for order updates and support in the meantime.

💡 Nothing about this affects your non-US customers. If most of your buyers are in Pakistan, your WhatsApp cart recovery and promo campaigns keep running exactly as before — this is a US-numbers-only restriction.

Quick FAQ

Will this come back?
Meta hasn't given a timeline. It's described as a temporary pause while it evaluates the market, not a permanent removal of the category.
How do I know if a message failed because of this?
Meta returns a specific error code for undelivered Marketing templates sent to US numbers, distinct from a generic delivery failure — so you can tell the pause is the cause rather than a template or account issue.
Do Click-to-WhatsApp ads still work for US audiences?
Yes. They still open a chat with the customer. It's only the automated Marketing template that follows up later that's affected — once the customer has messaged you, you can reply freely within the 24-hour window.
